new parliament will succeed where no other parliament has succeeded so far since the fall of could dolphy? -- of could dossey -- qaddafi? >> if we compare it to the situation two years ago, libya has deteriorated and the violence has increased and the new parliament is not in a privileged position in comparison to its successor. on one hand, today, this transition of power was expected for many months and corresponds to what the majority of libyans want.

they have been demanding the departure of the previous parliament. on the other hand, the election show that participation was much lower than two years ago and therefore, the public mandate might be questioned by the opposition camp. you mentioned a rival meeting taking place in tripoli and this clearly reflects the political -- reflects the political standoff between the two major camps, on one hand, the islamist's camp and the liberal can't and the various -- and the liberal camp in their various allies. >> why is it taking so long to get a parliament in place?

what is the problem? >> the problem was not the roadmap. it was from the very start 2011, the different steps of the process, from the election of a transitional parliament to the election of a constitutional assembly earlier this year. the entire process was delayed for numerous reasons. one of the problems was the fact that the roadmap was not realistic and therefore it could not meet people's expectations. people have grown disenchanted with the political process. the other problem is the fact that the states have very little effective power. they are in parallel to the
